I was pretty sure I knew the answer to this, but double checked just in case.<br /><br />It is illegal for cats not to be vaccinated for rabies in my state (and so far as I know in every other state as well). Say an owner brought a cat in because of an upper respiratory infection, seeking antibiotics. The cat has reportedly never been vaccinated for rabies. The veterinarian must let the owner know that legally the cat must be vaccinated for rabies. If the owner declines, the vet may treat the cat, so long as the rabies vaccine has been offered.<br /><br />In the case of feral cats there is no owner to decline the vaccine. I actually had to ask my repro professor how that worked.
